Dr. Berdie Cowser – V.P. of Housing & Development

Berdie Cowser has been with the Center for Veterans Issues since May 2001. She is currently the Vice President of Housing and Development. The programs she oversees provide permanent supportive housing to Veterans motivated to change their homeless condition through honest self-examination and commitment to learning new behaviors. She began her military career in high school, joining the Army in 1993. After earning her undergraduate degree from Alabama State University, Berdie was commissioned as an officer in the Quartermaster Corps. She then earned her MBA and Ph.D. from Cardinal Stritch University. Among her accomplishments and awards, she serves as Board Member, Milwaukee County War Memorial; National Association for Black Veterans, Inc.;  40 Under 40 Award Winner, Milwaukee Business Journal; and Milwaukee Times Newspaper 2015 Black Excellence Award Special Honoree – African American Woman in the Military. Berdie is a proud member of the Cream City (WI) of the Links, Incorporated and Epsilon Kappa Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated. Berdie is the 2022-2023 Milwauke County Veteran of the Year.

Michael Beal – V.P.of Programs and Services

Mr. Michael Beal is a retired United States Marine Corps Gunnery Sergeant and serves as the Vice-President of Programs and Services. He provides oversight and supervision at the Brigadier General Robert A. Cocroft Veterans Resource Center (VRC) and supervises satellite offices and staff across seven cities and 55 counties. Additionally, Mr. Beal oversees the Supportive Services for Veterans and Families (SSVF) grant, the Homeless Veterans Reintegration Program (HVRP), and all Veteran Disability claims services. Mr. Beal also serves as a liaison to area Veteran organizations and the VA to establish and expand a referral base for Veterans. His educational accomplishments include training in Public Communications at the National University of Maryland-Annapolis. These accomplishments speak volumes of a man who has spent more than 20 years dedicated to the Center for Veterans Issues, serving the men and women of our armed forces and their families. In 1996, Mr. Beal came to CVI as a homeless Veteran. Some of Mr.s Beal’s military awards include the Navy and Marine Corps Achievement Medal, Combat Action Ribbon (2 Awards), Navy Unit Commendation (3 Awards), Armed Forces Expeditionary Medal (2 Awards), Southeast Asia Service Medal, and Kuwait Liberation Medal.

Edward Pankow – Human Resource Manager

In June 1998, Mr. Edward Pankow, a U.S. Army Veteran, earned his B.A. in Psychology from the University of Minnesota. He served as a case manager for people with severe and persistent mental illness upon completing his degree. While working as a case manager, Mr. Pankow started attending graduate school at the Keller Graduate School of Management for Human Resource Management in 2004 and has been in HR for the past 19 years and with the Center for Veterans Issues, Inc. (CVI) for eight years. He is very passionate about serving his fellow Veterans. He works with a great team to ensure that the mission of CVI is a significant success.

Edward Pankow
